Book Description

June 14, 2004
Boston Harbor has always been AmericaÂ’s harbor. It served as a colonial gateway to the world, witnessed the Boston Tea Party, and helped Boston transform itself from an outpost of a few hardy settlers into a bustling metropolis and self-proclaimed hub of the universe.

Yet for hundreds of years, Eric Jay Dolin points out, Boston Harbor was also a cesspool. Long before Bostonians dumped tea into the harbor to protest English taxes, they dumped sewage there. As the Boston area grew and prospered, its sewage problems worsened, as did the harborÂ’s health, to the point where in the 1980s it was considered the most polluted harbor in the country and ridiculed as the "harbor of shame." Then, in one of the most impressive environmental comebacks in American history, Boston Harbor was dramatically cleaned up. All it took was two lawsuits, two courts, dozens of lawyers, the creation of a powerful sewage authority, thousands of workers, millions of labor hours, and billions of dollars.

Sewage management is rarely as compelling and exciting as higher profile environmental issues such as global climate change, preserving endangered species, or protecting tropical rainforests. But it can be, as Dolin shows in this engaging narrative account. BostonÂ’s struggle to deal with its sewage is an epic story of failure and success, replete with colorful characters, political, bureaucratic, and legal twists and turns, engineering feats, and massive amounts of money. In the end, success hinged on the often overlooked yet monumentally important act of responsibly disposing of the waste people produce every day.

More About the Author

I grew up near the coasts of New York and Connecticut, and since an early age I was fascinated by the natural world, especially the ocean. I spent many days wandering the beaches on the edge of Long Island Sound and the Atlantic, collecting seashells and exploring tidepools. Throughout my career, which included jobs as an environmental consultant and an environmental policy analyst, one thing remained constant--I enjoyed writing and telling stories, many of which have a connection to the natural world. And that's why I started writing books--to share the stories that I find most intriguing. My most recent book, Fur, Fortune, and Empire: the Epic History of the Fur Trade in America (W. W. Norton, 2010), a national bestseller, was chosen by New West, The Seattle Times, and The Rocky Mountain Land Library as one of the top non-fiction books of 2010. It also won the 2011 James P. Hanlan Book Award, given by the New England Historical Association, and was awarded first place in the Outdoor Writers Association of America, Excellence in Craft Contest. My last book book, Leviathan: The History of Whaling in America (W. W. Norton, 2007), was selected as one of the best nonfiction books of 2007 by The Los Angeles Times, The Boston Globe, and The Providence Journal. Leviathan was also chosen by Amazon.com's editors as one of the 10 best history books of 2007. Leviathan garnered the the 23rd annual (2007) L. Byrne Waterman Award, given by the New Bedford Whaling Museum, for outstanding contributions to whaling research and history. Leviathan also received the 2007 John Lyman Award for U. S. Maritime History, given by the North American Society for Oceanic History, was named an Honors Book in nonfiction for the 8th annual Massachusetts Book Awards (2008-2009), and was awarded a silver medal for history in the Independent Publisher Book Awards (2008).

My next book is When America First Met China: An Exotic Tale of Tea, Drugs, and Money During the Age of Sail, which will be published by Liveright, and imprint of W. W. Norton, in September 2012. Everyone focuses on our current relationship with China, but this book takes you back to when it all began.

3.0 out of 5 stars Informative, but easy to get lost in., June 24, 2011

This review is from: Political Waters: The Long, Dirty, Contentious, Incredibly Expensive, but Eventually Triumphant History of Boston Harbor : A Unique Environmental Success Story (Hardcover)
For those of you who are interested in Boston's history, there are other books better written for the non-academic. This book tends to (heavily) focus on the beurocratic and statistical info behind the public health issue and the sewer problem that plauged the city for centuries. I was disapointed that there was really only on chapter(8)in the entire book which detailed the eniginiering feats of this tedious project.

5.0 out of 5 stars History of the Colonization Boston and the Ensuing Water and Sewage Problems, August 8, 2010

Bugs "Patrick" (Los Angeles, Ca.) - See all my reviews
This review is from: Political Waters: The Long, Dirty, Contentious, Incredibly Expensive, but Eventually Triumphant History of Boston Harbor : A Unique Environmental Success Story (Hardcover)
I found this over-view of the history of colonization of Boston and it's ensuing water and sewage problems very interesting as a classic example of a city growing by leaps and bounds without any common sense consideration of how to safely dispose of sewage without contaminating the environment. This study leads right up to the current situation that author Dolin considers "successful" considering the wrenching history of the sewage problems Bostonians had to live with for most of that city's history up until the late 1970's when movements to finally mitigate the harbor pollution finally got off to a slow, but steady start towards secondary sewage treatment. Dolin relates that the current water quality in Boston Harbor is not perfect, but the efforts to clean it up are in full swing and the difference from just 5 to 10 years ago is dramatic.

The legal battles to force mitigation of the harbor pollution are gone over in clinical/ academic detail and become burdensome at points, but the general historical view of causation and remedy are fascinating and extend on to comparisons of other large cities such as London, et al. and how they dealt with the same problems. A few Bostonians used these comparisons in ongoing attempts to nudge the powers-at-be in Boston to copy their examples of clean-up, usually to limited degrees, but after 300 years of haphazard attempts, Bostonians demanded better and finally got it. A good, academic read on sewage mitigation.

Another book on the subject of water pollution and the attempts to clean it up is "The Rivers Keepers" by John Cronin and Robert F. Kennedy Jr. This is the story of efforts to clean up the Hudson River and the establishment of the Waterkeepers movement which has spread to just about all bodies of water in the U.S.- excellent read.

2.0 out of 5 stars Dry, Academic Overview of the Boston Harbor Clean up, October 21, 2008
This review is from: Political Waters: The Long, Dirty, Contentious, Incredibly Expensive, but Eventually Triumphant History of Boston Harbor : A Unique Environmental Success Story (Hardcover)
I found this book to be very dry and difficult to read. It does a very poor job at explaining and portraying one of the most contentious periods in Boston history and does an equally poor job of explaining why this project was such an amazing engineering feat. I was also disappointed by the jarring and ramshackle writing style and how the book moves from first person to detached writing and back again.

Basically this is a great story but this book doesn't do a good job at all in telling it. This one is only for hardcore engineers or environmental students, not for those interested in Boston history.
