About the Author

Deborah R. McFarlane is a professor in the department of Political Science at the University of New Mexico. She earned her MPH (Population Planning) from the University of Michigan's School of Public Health and her MPA from Harvard University's Kennedy School of Government, and she holds a doctorate in Public Health from the University of Texas. She has published many articles in the fields of public health, reproductive health, and public policy; worked as a family planning program administrator; and consulted for numerous organizations involved in reproductive health. Kenneth J. Meier is the Charles Puryear Professor of Liberal Arts, Professor of Political Science, and coordinator of the Program in American Politics at Texas A&M University. He earned his M.A. and Ph. D. in Political Science at the Maxwell School of Citizenship and Public Affairs at Syracuse University. He is the author of Politics and the Bureaucracy: Policymaking in the Fourth Branch of Government and The Politics of Sin: Drugs, Alcohol , and Public Policy.
