Hoffman's compilation is brief, and should only be used as supplemental material. Hoffman himself does a *decent* job of presenting policy-oriented arguments, however his respondants deserve much more credit for creating a more coherent framework for analysing what is becoming an institution: humanitarian intervention.

Good for a classroom discussion, or side opinions, but should not at all be taken as leading material or thoughts in the field.
