I went back to the house with the engineer to see what was up. The house had been built on foundry sand and had settled about 1/2" years ago. But the engineer felt the crack had not opened for years and that all movement was done. He said it was nothing to worry about.
It turns out the wall had been spray painted with some kind of coating that wasn't adhering to the wall a paint problem having nothing to do with structure or water penetration.
It was one of the worst basements I'd ever seen, yet the engineer gave it a clean bill of health. Of course, I'm not sorry that I recommended him. It's better to be sure.
