About the Author

Alan Reed wrote "Precious Air" based on eight years of extensive involvement in the meetings of the United Nations Framework Convention on Climate Change (UNFCCC) Conference of Parties and related technical groups and international seminars. He came to the global warming field from a broad backgrond in academics and public policy analysis. He is an Emeritus Professor of Public Administration at the University of New Mexico. Reed received his Ph.D. degree in Government from the University of Texas after completing his Masters degree from the University of Kansas as an analyst in American Foreign Policy at the Congressional Research Service of the Library of Congress. His extensive teaching and research career at the University of New Mexico included numerous interests related to public policy and programs in the environmental field. He served for nearly ten years as a Senior Associate at the New Mexico Engineering Research Institute, working with state, local and tribal governments on improvements in public policy and finance. He was involved in projects to introduce clean air and water requirements to numerous governments. He was also a key organizer of the first planning workshop for the border infrastructure institiutions formed under the North American Free Trade Agreement. Reed was a delegate for the World Business Council on Sustainable Development to COPs 5-7 and the related subsidiary bodies. He has been an advisor on greenhouse gas data management for the U S Department of Energy and a member of the Environmental Protection Agency's Climate Leaders program.
