If you don't know the history of President's Management Agenda (PMA) and the balanced scorecard issue for government, it relates to a Congressional act a number of years ago that agencies should have meaningful strategies and record whether they meet them. Google the terms, and if you want to know more, this book is for you. (Government Performance and Results Act, GPRA, of 1993). Most agencies (FDA, Medicare, etc etc) have some level of attachment to the PMA and GPRA, though you may have to dig to find it.
