This is the cover that MIT students archive their class notes in. They're cheap and space-saving, and they can easily hold a ream of paper. Three ring binders are more expensive, and take up much more shelf space for the same volume of paper.

If you need to constantly refer to a binder, it's a little cumbersome because if you open to someplace in the middle you can't remove pages and it won't lie flat, but for archival storage they're hard to beat. You can write on the edges of the paper with a Sharpie to label the binder.
