This report presents the results of RAND's pilot study on how Los Angeles-areapublic schools and school districts secure support from private sources. Thestudy was commissioned by the John Randolph and Dora Haynes Foundation,which supports research within the greater Los Angeles region on social scienceissues with policy implications.The authors sought to answer questions in three major areas regardingsupport for schools and school districts: (1) Who are the private givers topublic education? (2) How do schools and school districts attract privatesupport-through school-based organizations or through school and districtpersonnel-and what mechanisms do schools and districts use to attract privateresources? (3) What types of support are provided and how are the contributionsused? The results presented in this report are based on interviews conducted infall and winter 2000 with superintendents and school district staff, schoolprincipals, and local education foundation (LEF) representatives.This report is directed to multiple audiences. First, the findings in this re-portwill help district, school, and LEF personnel plan for and assess the role ofprivate support in their schools and districts. Second, businesses and foundationscan use this report to make decisions on how best to support public education.And third, policymakers can develop better strategies for supporting the schools'efforts to secure support.

Tessa Kaganoff (Duke University, Durham, NC, Master of Arts in Public Policy) is a researcher at Rand focused on education policy. Ron W. Zimmer (Ph.D, University of Kentucky, Martin School of Public Policy and Administration) is an associate policy analyst at Rand. Cathy S. Krop (Ph.D., Public Policy Analysis, 1996, Rand Graduate School) is an associate policy analyst at Rand. Karen E. Ross (1997 Present University of Michigan Ann Arbor, Michigan Currently pursuing a Ph.D. in Educational Studies) is a research assistant at Rand. Dominic Brewer (Ph.D. in Labor Economics, Cornell University, May 1994) is the Director, Rand Education.
