About the Author

E.S. Savas is professor of public affairs at Baruch College. He received BA and BS degress from the University of Chicago, a PhD from Columbia University, and an honorary doctorate from the University of Piraeus (Greece). An internationally known pioneer in and authority on privatization, he is the author of numerous books and articles; his books have been published in 21 foreign editions. Savas served as first deputy city administrator of New York and was appointed by President Ronald Reagan as assistant secretary of the U.S. Department of Housing and Urban Development. He also held elected office as a member of the borough council of Tenafly, New Jersey. He was professor of public management at Columbia University's Graduate School of Business and taught in the Department of Management, School of Business, Baruch College, where he also served for eight years as chairman.

I will begin by stating that I have a major problem with the book. Savas skews his own statistics in order to push readers into supporting the privatization of our nation's public sector. His book focuses entirely on the private sector's greater efficiency over the public sector without addressing many other important issues. If you want a very one sided book that is pro-privatization, then buy this one. If, however, you would like a book that seeks to enlighten readers with facts and allows them to make their own decision on the matter, then find another book.

I'm interested in knowing more about the PPPs. Even though this book defends a view contrary to mine, it's very interesting to understand what are the grounds which the author uses to defend the PPPs.

It is absolutely pathetic at how completely Reagan's mantra of deregulation and privatization has brainwashed so many Americans! Although this book was written several years ago, the reader can now practically 'fast forward' to 2009 and see what a huge mess financial deregulation/privatization has gotten us into, with the economy being the worst it's been since 'The Great Depression'. So many European countries are successful economically and socially, BECAUSE they have achieved a proper mix of government and free-enterprise, unlike the U.S. Unfettered markets, especially with the many negative aspects of global capitalism (offshoring jobs, siphoning wealth off to other geographical areas, etc.) simply don't work, because they don't 'exist in a vacuum' like Savas thinks they do. If global capitalism was so perfect, then we wouldn't have the many tangible and seemingly intractable problems we face as Americans, such as unaffordable healthcare and health insurance, a collapsing real estate market, banking and credit crisis, rampant increasing unemployment and offshoring our jobs, the paradigm shift from an industrial society to a lower wage, less benefits service economy, etc. etc. People like Ayn Rand or E.S. Savas are idealists, and clearly not in tune with the realities and negatives of rampant privatization. It just does not work for the best of the people in today's global world!
