An American incursion into "Talibstan" inadvertently rouses a sleeping Soviet superhero and the arms race begins anew.

While the Soviet superhero wakes his friends & comrades, the CIA scramble to find the dregs of their own superhero program (his name is Max).

The series just feels dated, and not in a timeless kind of way - Milligan could've just as easily written this in 1993. There are some appealing twists (he is an expertly cunning plotter), but the whole American imperialism, race war, shouty politics bits feel rehashed. This is still a pretty digestible comic book, but it feels well-stuck in the writer's comfort zone.

What would happen if Stalinist supermen emerged after the collapse of the Soviet Union?
What would happen if a superman was created through unethical means liken to the Tuskegee Syphilis experiments,
would such a being be fighting for truth, justice and the American way?
If you are a fan of Miracleman then you will like this comic. If you don't like to read, then go buy some Spawn back issues and look at the pretty pictures.
The Programme is not about superheroes, it's about superhumans. Superhumans designed by yesterday's covert agencies.
The writing and art are beautiful and brutal.

Ok first the title is mispelled it should be: The Program not The Programme then the story is stupid (I only looked at the pictures because reading is for losers)what I gathered from it is that some USSR super humans blow up Abrams Tanks and US soliders because we need to stop the war or somthing like that. My last thing i have to say is that how could there be USSR super humans because the USSR no longer exsits and they were not super at all they were retarded.
