Peter W. G. Morris is Professor of Civil Engineering, Department of Civil & Structural Engineering, UMIST, Manchester, United Kingdom. Professor Morris is also Vice President of the Association for Project Management and Vice Chairman of the International Project Management Association.

This is not only one of the worst project management books I have ever read, it is one of the worst books I have ever read, period. It is a terrible choice for teachers, and a terrible choice for students looking to learn about program and portfolio management.

The book lacks a complete sense of structure and organization, and is written in such a highly academic tone that it isn't accessible or useful to your typical project manager or student. Strong theses are never really presented (for the book or for the individual chapters), and when they are, the discussion dwindles away on so many tangential topics that the message gets lost before you turn to the next page.

The lack of structure and boring language are made even worse by a series of utterly useless diagrams, figures, charts, and tables, whose only purpose seem to be to break up the meaningless words on the page.

If you're interested in learning PRACTICAL skills in the management of programs and portfolios, look elsewhere. Trying to find the one or two meaningful points buried in this tome will either give you a migraine that isn't worth the effort, or simply put you to sleep.
