About the Author

Stephen O Anderson is a Director of Strategic projects in the US Environmental Protection Agency (EPA) Climate Protection Partnerships Division and a Co-chair of the Montreal Protocol Technology and Economic Assessment Panel. He was formerly Deputy Director of the EPA Stratospheric Protection Division where he specialized in industry partnerships, international cooperation and market incentives. Prior to that he was a professor of environmental economics at the College of the Atlantic and the University of Hawaii and a visiting scholar at Kyoto University. He also worked for consumer, environmental organizations. He has a PhD from the University of California, Berkeley K Madhava Sarma recently retired after working for the United Nations Environment Programme for more than Nine years as the Executive Secretary of the Secretariat for the Vienna Convention and the Montreal protocol, the ozone protection treatise. He has been associated with all the major developments of the treatise and assisted the governments in their efforts to protect the ozone layer. Previously, he held senior positions in the government of India and helped articulate the developing country positions on global environmental issues. He has vast experience in working on environmental issues in India

As a student that is focusing my career on the issue of climate change, I found this book on ozone layer protection to be an extremely valuable resource. This book holds the general formula for how to deal with all global environmental concerns. Andersen and Sarma chronicle the way the world realized, rallied, fought, and in the end cooperated to save the world from impending disaster. The layout of the book makes it extremely accessible for focused readers- it designates chapters to tell the contributions of scientists, diplomats, businesspeople and engineers, media, and NGOs. The authors were deeply involved with all of these groups, enabling them to tell the inside story in each of these chapters. Their lessons are punctuated by exciting stories written by integral players in each of their fields. The reader will undoubtedly learn much by reading the chapter that relates most closely to him, and when he reads the entire book he'll find a story that is astonishing and inspiring. In asking Andersen and Sarma to write this book, the United Nations Environment Programme entrusted the right authors to portray their most impressive success story to date, and the result is a huge success.

It is a carefully crafted and detailed book for those seeking to learn how this dynamic international environmntal regime was developed and operates today. I highly recommend it for any student of environmental or international law. The book is especially ensightful as to how science is a driver for international climate policy.
