This is a well-researched and balanced account of Harry Anslinger, the prototypical "moral entrepreneur" of drugs who almost single-handedly created the Federal Bureau of Narcotics (FBN). Anslinger was a committed proponent of criminalizing drug usage, a philosophy that continues to dominate American drug policy today. Bureaucratic intrigue abounds; of particular significance is McWilliams's discussion of the FBN's links to the OSS/CIA's illegal domestic operations involving drugs in the postwar era.
