Terry Matthews loves her concrete construction business and she's good at it, so good that she got the contract for the new municipal building. But that isn't making her too happy, especially since she's heard rumors that the city council's on the take. But the new city manager, Harrison Green, says he's going to keep a close eye on her. Terry doesn't like being watched, and even more she doesn't like the suspecting Green, who she's coming to love. But when Green keeps hanging out with Boss Toohey, what can she do but suspect him? Will Harrison be able to convince Terry that his love for her is real, as substantial and long lasting as her concrete? Or will he turn out to be the crook she's afraid he is?
