Rag Ball?

In "The Gathering," Ms Enright mentions a "rag ball;"
"In the event he rang the bell with a very American carriage the night of the rag ball, and walked right in like Cary Grant, through the hall."

Please, what exactly is a rag ball in this context? My research shows it to have originated in the U.K., and is probably a dance where money is raised for a good cause. Yes? No? Any ideas out there?
