I think it would be better to read this book and THEN Survivor's Quest - that's what I heard anyway, and that's what I'm currently doing. It makes sense, since apparently Survivor's Quest touches on the outbound flight project so...
I actually read Outbound Flight first not knowing that Survivor's Quest was actually written first. After having read Survivor's Quest recently, I found that it left too many unanswered questions that you really need to have read Outbound Flight to get the answers to.
I was told by a good friend of mine to read all Thrawn-related novels in the following order: Heir to the Empire Dark Force Rising The Last Command Specter of the Past Vision of the Future Outbound Flight Survivor's Quest
Why? Well, the Thrawn trilogy and Hand of Thrawn duology serve to introduce you to Thrawn and how people have reacted to the Outbound Flight and the Unknown Regions in New Republic time. Outbound Flight then becomes that much more enjoyable and entertaining, and Survivor's Quest follows suit, since at this point you know everything about OF.
