About the Author

Barry Chalofsky, P.P., CPM has been a licensed Professional Planner in New Jersey for over 22 years. He is also an adjunct Professor at Rutgers University where he teaches courses in environmental and land use planning. His private environmental consulting practice focuses on environmental and land use planning concerns. Mr. Chalofsky holds a Master's degree in city and regional planning from Rutgers University, a bachelor's degree in environmental science studies from Syracuse University, and is a Certified Public Manager. Mr. Chalofsky has written The Home and Land Buyer's Guide to the Environment, (CUPR, Rutgers University, 1977), The Real Estate Guide to the Environment (PEA, 1998), as well as numerous technical and popular articles. Joel Finestine, SRA, SCRREA is a full time real-estate appraiser with over 27 years of appraisal experience. Mr. Finestine is the President and owner of the Joel Fine Appraisal Company, a full service Appraisal and Consulting firm servicing central New Jersey since 1977. Mr. Finestine is certified as a Senior Residential Appraiser by the Appraisal Institute and as a Residential Real Estate Appraiser by the State of New Jersey. In addition, he is a Certified Tax Assessor. Mr. Finestine has been an adjunct professor at Mercer County Community College in New Jersey where he taught courses in real estate appraisal techniques. He has also taught professional appraisal seminars. He was a past President, Director and Education Chairman of the Princeton Chapter of the Society of Real Estate Appraisers.
