This book explicitly addresses the middle class of Hong Kong, the international business community, and overseas Chinese. It predicts a bleak economic and political future for Hong Kong after it is ceded by the United Kingdom to China in 1997. Implicitly, the authors (two from the Hoover Institution and one from Lingman College in Hong Kong) appeal to the American public. They encourage outside pressure on some issues to check the Chinese government's desire to dissolve press freedom, the rule of law, and other fundamental human rights. The authors base their predictions on an expected utility model described in the appendix. The quantitative methodology is an outgrowth of international relations theory that began in the early 1960s. Also included in the appendix is the joint declaration of the United Kingdom and China on the future of Hong Kong. The book places in perspective what it calls the "tea leaf" predictions often provided to the American public.
