Book Description

May 13, 2008
In this tense novel of legal and political intrigue, Tim Quinn, the former judge previously seen in The Majority Rules, is assigned to investigate and compile a dossier on the newly appointed Chief Justice of the Supreme Court before his Senate confirmation hearing.

The President has achieved lame duck status with a soon-to-be unfriendly Congress more bent on politics than policy. He realizes that the chance of establishing a legacy before his Presidency comes to an end is slim at best. So when the Chief Justice of the Supreme Court, a reasonably young and vigorous man, unexpectedly dies, the President happily appoints an interim successor to the position--the first black Chief Justice in US history.

But one of the most conservative justices on the court feels that the position should have been his. He is hell bent on claiming it no matter who gets in the way…even if it means Quinn’s report will bring dishonor to the highest court in the land.

Editorial Reviews

From Publishers Weekly

A former judge and Washington insider, Sullivan fails to make the most of an intriguing premise in his second political thriller (after The Majority Rules). When Chief Justice Simmons of the U.S. Supreme Court tumbles off the bench while hearing a case, witnesses in the courtroom at first fear he's been shot by a silenced weapon. Associate justice Oscar Moorman, an African-American and Vietnam War hero, rushes to help Simmons, who turns out to be dead of a brain aneurysm. When the president nominates the associate justice to succeed Simmons, Moorman reluctantly accepts, knowing the process will uncover aspects of his background that will upset his beloved white wife, Debby. Numerous bad guys, including an evil billionaire and a backstabbing fellow Supreme Court justice, scheme to stop Moorman from becoming chief justice. While the promo copy invokes Othello, readers may also be reminded of Romeo and Juliet after a surprising but ill-advised plot twist toward the end of an otherwise predictable story weighed down by pedestrian prose. Review

Praise for The Report to the Judiciary

“A page-turner with a true insider’s knowledge.”

--David Baldacci, New York Times bestselling author

Praise for The Majority Rules

“New thriller writer but veteran legal hand (Nixon White House lawyer, Reagan judge) Sullivan writes in that lucrative, nuance-be-damned Tom Clancy prose so perfectly suited to straight-arrow Irish-American can-do guys taking on the rats of this world.”
--Kirkus Reviews

“Sullivan creates characters interesting enough to hold readers' attention, and he keeps things moving fast."
--Publishers Weekly

“Sullivan brings stunning real-world experience and insight....As a jurist he knows whereof he speaks and his characters reflect that on every page. This is a great story well told."
--Dale Dye, bestselling author of Platoon

5.0 out of 5 stars A Real D.C. Story, August 6, 2008

Lucifer (Washington, DC) - See all my reviews
This review is from: The Report to the Judiciary (Hardcover)
Ruthless corporate power brokers, tense congressional hearings, accusations of marital infidelity, shrill TV talking heads, high-tech spying, assassination attempts. It's all part of a normal day in Washington, DC. If you don't believe me, just read a few weeks of the Washington Post. And if you want to get it all of the above in one fast-paced legal thriller, read The Report to the Judiciary. Judge Sullivan has hit all of the angles in this novel that should appeal to a wide-variety of readers. It's worth it alone for the detailed and knowledgeable insight into the military and spy worlds that Judge Sullivan can provide like very few others.

5.0 out of 5 stars The Report to the Judiciary, October 13, 2008

This review is from: The Report to the Judiciary (Hardcover)
The Report to the Judiciary Judge Sullivan writes straight from his gut and heart. There is no need for use of any second-hand information based on his extraordinary background as a West Point graduate, Airborne- / Ranger- (and instructor) qualified, VN combat veteran, White House counsel, and distinguished jurist. Both this book and his prior one, THE MAJORITY RULES, are fast-paced, totally realistic, intricately detailed (but well-explained) thrillers. They both kept me up late a few nights to seek the outcomes. I await the next one....or more !!!

5.0 out of 5 stars "The Report" is Outstanding, November 20, 2008
This review is from: The Report to the Judiciary (Hardcover)
Judge Sullivan has matured from a good story teller ("The Majority Rules") to an exceptional writer. In "The Report ..." we are entertained with mystery, murder, deceit, power politics, racism and greed; tempered by some integrity, dedication and honesty - all conveyed in the caliber of Ken Follett, John Grisham, Vince Flynn, Nelson DeMille, et.al. At the same time we are educated with a tutorial on our Constitution, the separation of powers, adjudicatory processes - all working just as our founding fathers envisioned. And the hints of some very sophisticated intelligence gathering capabilities are remarkable. Clearly the Judge is keenly aware of Washington workings, makeup and intrigue. He has written a well crafted and entertaining book that reflects his wealth of experience and knowledge. What's next?
