It is September 1998 and the action centers on the ill-fated Raccoon City. When the Umbrella Corporation learns that one of its top scientists, Dr. William Birkin, plans to sell the experimental G-Virus to the US Government they order an elite team of Umbrella Security Service (U.S.S.) Soldiers led by Hunk into their secret research facility to secure the only known sample of the virus. The operation takes a turn for the worse when Dr. Birkin injects himself with the last vial, mutating into a deadly creature, G-Birkin and over powering the team. During the battle the deadly T-Virus is leaked into the sewers and spread through Raccoon City, infecting the entire population.
Hearing of the outbreak, the U.S.S. team is given fresh orders to destroy all evidence of Umbrella's involvement and silence anyone that might discover the truth. The Umbrella Biohazard Countermeasure Service (U.B.C.S.) Are also deployed to help contain the situation. Meanwhile the US Government has quarantined the city and dispatched its own team of special operatives to determine the source of the mysterious outbreak. Caught up in the chaos are rookie police officer Leon S. Kennedy and Claire Redfield.
Resident Evil: Operation Raccoon City blends classic Horror-Survival gameplay with third-person team-based Shooter action. Players take on the role of an Umbrella Security Soldier (U.S.S.) and battle against all the competing forces at play in Raccoon City. Choose from six characters, each one equipped with a unique skill set, including the female field scientist Four-Eyes who can manipulate the T-Virus and take control of the B.O.W.'s raiding the streets of Raccoon City or the weapons expert and U.S.S. team captain Lupo. The game also offers four-player co-op play, and the online Heroes Mode which allows for play as classic Resident Evil characters, such as Leon Kennedy, Claire Redfield, HUNK, Jill Valentine and others.

It's fun to play
Not 100% scripted. You will still be able to make one choice later in the game (BUT only for U.S.S campaign)
2 campaigns (Delta and Spec Ops) that are very much different. It includes one or few mutants that didn't make it to Delta campaign.

not easy to learn interface,
Special equipment that you get with pre-orders and special edition is not awesome. Only one weapon in there is powerful if you take a look at stats. But here comes the bad part. It is slow and other ''deluxe'' weapons are not powerful and even worse than other standard weapons. So far I used only anti-material rifle as weapon of choice. Grenade launcher is meh and other weapons are ok. Nothing too special.
Lack of the character introduction. We have a story, but the game is more like run and shoot type.
I am glad that I have the game. I enjoyed it, but there is still a lot of things that can be improved.
To get started you have the option to play a straigh forward guns blazing campaign, online or off. Unlockable weapons and customizable stats for choosable characters make for a meta game itself. Reguardless of what individual is chosen, you will take on the role of a Umbrella Security Service operative, as a unit your team is nicknamed 'Wolfpack'. The story ties in with both Resident 2 and 3. To avoid spoilers, negotiations have been made and Wolfpack whine up a clean up crue, tasked to whipe out Umbrella affiliation with the viral outbreak (as though it's an allusion to the developers treatment towards devoted fans). This means traversing through underground passages, searching out large buildings, sneaking through cemeteries eliminating things that go bump in the night and some more lively gun totting troops. Sounds better on paper than in gameplay. Little location differentiation converts sight seeing into eye strain thanks due in part by the harsh color palette and dark visuals.Read more ›
The bottom line: the game play mechanics are broken. It's not even the incredibly bad AI people have pointed out in other reviews, the game simply doesn't work. It's a bunch of pieces mashed together that make little sense.
Not a game even worth borrowing. Do yourself a favor and don't ruin the series for you. Consider this comparable to the disappointing sadness that we all felt from the Mario Bros. live action movie.
I am seriously considering banning a household ban of purchases of any game made by anyone directly involved in the design of this game.
