Story

It is September 1998 and the action centers on the ill-fated Raccoon City. When the Umbrella Corporation learns that one of its top scientists, Dr. William Birkin, plans to sell the experimental G-Virus to the US Government they order an elite team of Umbrella Security Service (U.S.S.) Soldiers led by Hunk into their secret research facility to secure the only known sample of the virus. The operation takes a turn for the worse when Dr. Birkin injects himself with the last vial, mutating into a deadly creature, G-Birkin and over powering the team. During the battle the deadly T-Virus is leaked into the sewers and spread through Raccoon City, infecting the entire population.

Hearing of the outbreak, the U.S.S. team is given fresh orders to destroy all evidence of Umbrella's involvement and silence anyone that might discover the truth. The Umbrella Biohazard Countermeasure Service (U.B.C.S.) Are also deployed to help contain the situation. Seems like Capcom put little if at all any effort into RC. Doesn't keep up with modern zombie shooters or even that of the other RE games. If you want to mindlessly run through levels bludgeoning through zombies with underpowered weapons to a point that it gets tedious beyond the second mission this is the game for you.

Pros:
It's fun to play
Not 100% scripted. You will still be able to make one choice later in the game (BUT only for U.S.S campaign)
2 campaigns (Delta and Spec Ops) that are very much different. It includes one or few mutants that didn't make it to Delta campaign.
The game looks good.
Interesting looking characters. Some are even likable.
A new vision on Resident Evil story. I liked it.

bad menu,
not easy to learn interface,
dumb AI,
Special equipment that you get with pre-orders and special edition is not awesome. Only one weapon in there is powerful if you take a look at stats. But here comes the bad part. It is slow and other ''deluxe'' weapons are not powerful and even worse than other standard weapons. So far I used only anti-material rifle as weapon of choice. Grenade launcher is meh and other weapons are ok. Nothing too special.
Lack of the character introduction. We have a story, but the game is more like run and shoot type.

I am glad that I have the game. I enjoyed it, but there is still a lot of things that can be improved.

This game I had high hopes after seeing it revealed, seeing it as a combination of resident evil and ghost recon game play mechanics but when I played this game it was easily topping one of the worst games I have ever played. Choppy animations, graphics being on par with the PS2, story almost completely lacking, characters with the personality of a rock, entirely to dark environments, complete linear paths, some of the worse AI ever utilized in a game for both enemies and allies. And the list can go on and on but I'm starting to feel like I'm playing this game again which is now collecting dust in my closet and now I'm feeling suicidal tendencies, now I must go and find a local priest to perform a exorcism on this game in hopes of getting the demon out of it that causes me such misery. You have been warned...

Resident Evil Operation Raccoon City is a third person shooter set in 1998 during a viral outbreak. ORC is not to be confused with a numeric Resident Evil title, whether fans of the series liked the shift from survival horror to the newly tagged 'action horror', it's easy to point out a side story game in the series. Smaller budget, shorter development cycle, and shift in gameplay tend to be the mian giveaways. Given the ingredients, a nostalgic run through of Raccoon City, franchise bringing back zombies, Umbrella Corporation in full force, online multiplayer, major character references, it's easy to see potential. Between poor lighting, control command inconsistancies, and AI ORC is hindered.

To get started you have the option to play a straigh forward guns blazing campaign, online or off. Unlockable weapons and customizable stats for choosable characters make for a meta game itself. Reguardless of what individual is chosen, you will take on the role of a Umbrella Security Service operative, as a unit your team is nicknamed 'Wolfpack'. The story ties in with both Resident 2 and 3. To avoid spoilers, negotiations have been made and Wolfpack whine up a clean up crue, tasked to whipe out Umbrella affiliation with the viral outbreak (as though it's an allusion to the developers treatment towards devoted fans). This means traversing through underground passages, searching out large buildings, sneaking through cemeteries eliminating things that go bump in the night and some more lively gun totting troops. Sounds better on paper than in gameplay. Little location differentiation converts sight seeing into eye strain thanks due in part by the harsh color palette and dark visuals.

I can't even begin to rate this game because of how terrible it is. Extremely glitchy, poor sound, poor game mechanics, terrible co-op, stupid AI, horrendous single player. Slant Six and Capcom have no idea what gamers want when they developed this piece of crap. Capcom should have known better after the Socom atrocity Slant Six developed. This game, hands down, is one of the worst games I have ever played. I am an avid fan of Resident Evil and damn near own every single one that has been released on every console. I was so disappointed with this game. I hope Capcom does right by its gamer audience with Resident Evil 6 because they're slowly killing the franchise with these terrible games.

This game should have been the Home Ec. of video games: an incredibly easy A; something you had to try exceptionally hard to get wrong. Congratulations, gentleman. If your goal was to fail a gimme, success.

The bottom line: the game play mechanics are broken. It's not even the incredibly bad AI people have pointed out in other reviews, the game simply doesn't work. It's a bunch of pieces mashed together that make little sense.

Not a game even worth borrowing. Do yourself a favor and don't ruin the series for you. Consider this comparable to the disappointing sadness that we all felt from the Mario Bros. live action movie.

I am seriously considering banning a household ban of purchases of any game made by anyone directly involved in the design of this game.
