The next volume in Capcom's Outbreak series comes to a console near you! The concept and play mechanics are still the same as the first game, and it's ready for online gamers to try it out.
Some greatly appreciated improvements are being able to instruct AI in single person mode to use items in their inventory. Being able to select one's partner in each scenario is useful, but not all characters like each other. There is a new like system. If they like you, they cooperate more. Pretty basic and easy to understand.
The feature that I like the most is the ability to actually move while you shoot and attack. This makes it easier to dodge and avoid being hit when trying to attack up close. The control scheme for it takes a bit getting use to, involving you to use both the right and left shoulder buttons, but it works. Why they didn't have this in previous Resident Evil games before...nevermind.
Fans will Like the new stage inside the RPD police department, and also being able to transfer data between games for costumes is nice.
However, as with the last Outbreak, there are issues. Capcom made it clear that they weren't planning on using any voice chat for the online mode. While I personally have no problem with this, it can get very annoying trying to talk to people with only the preset options in situations that require coordination between people.
Remember the load times for the first game? Well, they too are back. Though the time it takes to load between room to room seems to have decreased in length from the first game.
AI for NPC's in offline mode can get annoying. Sometimes it seems to work, and others, it's dumber than a box of rocks.
No adjustable camera still. And from just playing the first stage, some angles can get awkward and difficult to work with.
Fans will scoop this up and ignore its faults, if you're not sure then try before you buy if possible. With various characters and many things to unlock, it has great replay value. And it will take multiple walkthroughs to complete everything. While File 2 has improvements, here's hoping that if a 3rd one is released, they can truly make it better.

3.0 out of 5 stars Frustrating Than Scary, May 14, 2006
= Fun:3.0 out of 5 stars
This review is from: Resident Evil: Outbreak File # 2 (Video Game)
Personally, this is the FIRST Resident Evil game I own, and I'm TERRIFIED of zombies (I don't know why, I just am.) When I (finally) started to play this, I thought "Hey, this isn't so bad," but as I played more and more of this game, I knew it would get bad...

For starters, the more you venture into a certain scenario, you realize at just how frustrating everything can be; from the stupid, annoying zombies, to the tough/ very hard puzzles to solve -- and not to mention you have a certain 'time limit' to this whole thing since you have a virus gauge that kills you when it gets to 100%!

Most of the characters you choose only have four item slots, and it makes you mad that you can't carry more then that. Usually, if there's something important that you HAVE to carry, you most likely have to give up something you really want to keep, but have to get rid of it for the IMPORTANT item!

Also, the two characters that accompany you hardly listen to you. Sometimes they can be helpful, but most of the time they just ignore you and get in the way. It would be nice that when you're ever in trouble and call for 'help!', they'll actually HELP you instead of going "okay" and just run around and do nothing.

I guess this game has SOME good sides to it. The environments are really neat looking, and the whole "point and move" option is very helpful instead of having to stand still and fire something. To actually move while you're aiming is great when there's a monster about to run into you or stampede over you.

I have a players guide to this game, and... it CAN be helpful, but overall, it's [...] It took me FOREVER to figure out this one scenario with the guide, and then it dawns on me that ALL puzzles, monsters, and items differ from what diffuculty level you have. Although, even in easy mode, things are quite frustrating, so if you're first starting out a game/ scenario, do an easy level first so you get used to the gameplay for the future. Also, for the scenarios, choose your charactes/ your team wisely for every character is best for a certain 'world.' I reccomend trying all charcters in a world and see which one works best for whatever situation.

Overall, if you're totally dense on puzzles (which would be me) and are TERRIFIED of these annoying monsters, then I DO suggest getting the players guide for it. Otherwise, if you're a BRAINIAC at puzzles and easily get through these monsters and such with no problem, then don't get a guide; it'll just confuse you.

1.0 out of 5 stars Do not buy., April 1, 2007
This review is from: Resident Evil: Outbreak File # 2 (Video Game)
Capcom as of March 29 2007 has taken the game servers off line for File #2. I would highly suggest that you not buy this game as the computer AI is extremly horrible and the only decent game play came from playing with others.

Resident evil: outbreak file 1 and 2 are amazing online games to buy. The only problem is that if you don't have PS2 online you shouldn't even bother renting this series, not to mention buying it. Outbreak one and two are only to be taken seriously if the consumer has online and really wants to have fun, get scared, and possibly win scenarios with help from other people. So many things can go wrong in each scenario, leaving people to have to save eachother, rather then caring only about themselves. This series has amazing enemies to face and non-stop scares just waiting to be experienced. Playing at midnight on the weekends, in the dark, especially gives the game life.

The only problem from my perspective is that the loading pages last so long, but w/e its just a game to pass the time. Definately a serious thought to buy this game if online is available.

4.0 out of 5 stars Good game, March 17, 2006

This review is from: Resident Evil: Outbreak File # 2 (Video Game)
I have every RE game and if you ask me I think all RE games are great even this one I dont get why people gave this game a bad review.

Its a improvement from resident evil outbreak 1.You get to pick your own partners and every person comes with a new second personal item and this time if you dont want it you can actually get rid of it and use the space for something else. The items include luck charms, bandages that stop you from bleeding.

There are new levels such as the zoo, police department, subway, a wierd level where you go to this castle type thing that has vines hanging from the ceiling and stuck on the walls. Oh and if you've never played the game before when you enter the hall there will be a guy with an axe he does'nt die but if you shoot him enough he will run off but find you again later. ANYWAYS!

Some problems with the game are it takes awhile to load in between rooms and if your not playing on the internet its hard to get your partners to do what you think they should be doing oh and theres always one partner that insists on going on there own so use the right analog stick to talk to them and they might not leave.

5.0 out of 5 stars A unique RE experience, August 4, 2011
= Fun:5.0 out of 5 stars
Amazon Verified Purchase(What's this?)
This review is from: Resident Evil: Outbreak File # 2 (Video Game)
If you are a fan of Resident Evil, then I would definitely recommend this game. It has some of the most unique levels and enemies in RE history, and it's challenging yet fun to play.

Here are some things I love about this game:

-There are different kinds of enemies you encounter and different places to explore. There's an entire zoo level available from the start, where you'll fight many different zombie animals. There's also a subway, an abandoned hospital in the middle of a the Arklay mountains, and you also get to revisit the RPD police station from RE2 and RE3. All of these are separate scenarios; there is no clear connection between one scenario and the others.

-You can play as 8 different characters, all with different levels of vitality, speed, and very different personalities. If you want to power through the stages, then chose Kevin, the RPD rookie or Mark, the security guard. Both starts a stage with weapons in their inventory. If you're looking to run away from most enemies, you can select Cindy, who has an herb case to store and mix herbs for extra capacity, or Yoko, who can hold up to eight items at once and has an handy dodge action. Not only do the different characters have different endings, they also make every run through of a scenario different from the last. It's fun trying to figure out how to use a character best, and also to see which one is more suitable for a scenario.

-There's plenty of unlockable characters, pictures, soundtracks, and playing modes unlockable to keep you coming back for more. There's 4 difficulty settings that allow you to get used to the control scheme and to give yourself a challenge.

Now for the bad parts.

-The loading times can get irritating if you are impatient. It can take about 7 seconds going from one door to the next.

-Your AI partners tend to just run around getting themselves in danger often. They won't always listen to you, and they rarely help you attack enemies. There is no more online for this game, so you can either play solo or try to deal with your partners.

-The control scheme can be a bit difficult to master.

I can honestly say this is one of my favorite Resident Evil to date despite these flaws. It is one of the more realistic ones, as you get to play as everyday people living in Raccoon City, and it is challenging. The characters and locations are charming, and its got a lot of replay value if you can get past these flaws.

I bought this game not too long ago for 17 dollars off amazon. Now it can be found for as cheap as 10 dollars! If you like Resident Evil but haven't played the Outbreak series, you should definitely give this one a try, or even try the first one since it is even cheaper.

1.0 out of 5 stars This game Pretty much sucks, July 16, 2008
= Fun:2.0 out of 5 stars
This review is from: Resident Evil: Outbreak File # 2 (Video Game)
I was very disappointed with this game. I love the Resident Evil series, but this one sucked. Your AI partners are not very intelligent, they run around and don't listen to you when you need them. Normal mode is actually more like a "hard" mode. You can't really pause the game as it is live and the monsters come get you anyway, even when your in your inventory screen. The online option has been disabled so you can't play with other people anymore.
It was just a hassle to control three people simultaneously, two of which never listen anyway.

The only good thing is the scenery and surroundings. Also I liked how zombies could run after you if they wanted, instead of always dragging themselves around. Other than that, I really did not like this game.

Like Resident Evil : Outbreak, this game was botched as well. With basically the same characters and same story. They didn't even speed up the loading times or fix any of the bugs from the previous title. I don't know what they were thinking here either. I only own this because it is part of my RE collection, but other than that I don't even want to play it.

4.0 out of 5 stars A lot better than the first, May 21, 2005
A Kid's Review
= Fun:4.0 out of 5 stars
This review is from: Resident Evil: Outbreak File # 2 (Video Game)
This game is definetly not for the people who play Resident Evil 4; it's just for the people who are Raccoon City fans.

File 2 is better than the first in some ways. You get to choose your partners; that doesn't always have a good effect in the game, but it's still cool.
A big thing in this game was the ability to aim and walk; the big problem was I kept forgeting I could do that because I am adapted to the other Resident Evils.
It looks like the load time from room to room is a little less, but it still gets on your nerves.
The costumes are a little better; they at least look cooler.
The elimination and showdown rounds are pretty cool as well.(I can't remember if there were any in file 1.)

The levels [I think] are the best part about file 2. The police station, the zoo, and the hospital were all really fun. The subway and the lab are kind of boring, but improvements from the last boring levels like below freezing and hellfire.
It's also kind of fun to look for the special items and events when you are replaying the levels.

You should probably just rent the game before you buy it, unless you liked file 1.

Okay, I kinda didn't like the first game too much (slow gameplay and all) but this one looked more interesting from the cover and description. So, does this game reek like the reanimated corpses? NO!! Capcom actually did a very good job putting this game together, fixing a lot of bugs from the other games. Like for instance the annoying Ad-libs no longer have the VO's and are replced by silence (my ears stopped bleeding ;))

Another cool feature is the ability to shoot and walk at the same time, a first for the series. While it may not be revolutionary, it is quite useful especially against Hunters and these new bug creatures called Mega-Bites (real original, huh?).

Capcom knows that the undead are pretty lame and we need a replacement (hint: RE4) so some of the levels get rid of the zombies, or have a variation of them. For example, "Wild Things" takes place in the zoo with zombified animals, like an elephant, who would have killed you anyway even if he weren't infected with the t-virus (I hear elephants are clumsy sometimes, that would be a sad death >__<). You will not find human zombies in this level. Dogs are replaced with lions (that's right, lions), crows are replaced with hornbills (?!) and the bees make an appearence.

Another interesting twist is the Axeman in the "Flashback" scenario. Its some man with a hood who appears to be human chasing you with an axe, nice. Is he human? To find out play this scenario and collect all the main file, its interesting to see who it is. Also they placed a plant zombie in this level, which can poison you.

So should you buy this game? If you are a RE fan, definately pick this one up. If you like the 3rd person shooter games, pick up a copy because it is more like those others with the feature to walk and shoot.

PROS:
- The certain Ad-libs are silent
- The "Desperate Times" scenario takes place in the RPD and there's a scene that shows Leon and Claire's car at the end with a certain character.
- There's more unlockables
- You can transfer your data from the first game over to this
- You can unlock everything in the first game by transferring data from the 2nd game.
- You can shoot and walk at the same time.
- There are newer and cooler enemies.
- Loading times can be cut with the HDD
- You can point out a room on your map to your partner
- You can ask your partner to use an item on themselves
- You can get a $10 rebate if you send in proofs of purchase from both games (until 6/30/05)

CONS:
- The game can be completed in a reletively short amount of time.
- You have to unlock all the costumes if you didn't play the first game.
- Loading times are bad w/out the HDD
- The AI can be a little slow at times
