The exploitation of natural resources - minerals, oil, forest products - is of primary economic importance to the Canadian economy. As global warming facilitates access to the north many of these natural resources will become more accessible and should therefore be more easily and economically exploitable.
However, as Bill Gallagher so convincingly explains in his 2012 book "Resource Rulers", a major constraint on resource development is the growing power of aboriginal land claims to delay and in some cases to stop resource projects including timber extraction, mining and the laying of pipelines and transmission lines.
This book should now be essential reading for university courses on Canadian natural resources, for decision-makers at all levels of government, for corporations engaged in resource development and for the general public.

Format: Paperback Verified Purchase
Bill Gallagher cuts through the jargon and shares his years of legal expertise in plain english. First Nations are the "Resource Rulers" and with 191 legal victories on Aboriginal Land Rights and title have exercised what amounts to a full veto over ALL resource development in Canada. With hydro power, pipelines and the Ring of Fire, the future of Canada's economy will be determined either in the Band Office or the Courtroom. Either way, the result will be the same.

Format: Paperback Verified Purchase
Despite the tag line of First Nations and other Canadian aboriginals being "resource rulers", the cases Gallagher assembles actually speak to a combination of greater recognition of treaty rights, combined with greater general recognition of the rights of all Canadians to be consulted on matters affecting the environment - and some cases that even clearly limit the extent of aboriginal say in resource development. So - an interesting assembly of court rulings and political decisions, a bit frustrating that the implications are overly dramatized ....
