About the Author

Throughout his fire service career, Joe has been heavily involved in the education and training of our nation’s fire fighters, emergency medical technicians, paramedics and law enforcement personnel. He has instructed at several community colleges, taught for the State Fire Marshal’s Offices in several states, presented nationally on a variety of topics, and even assisted with the design and implementation of a high school vocational fire science program.

Captain Woodall, now retired from the active fire service, serves as a Visiting Assistant Professor within the Fire Safety Engineering Technology program at the University of North Carolina at Charlotte. His other university service includes seven years as a full-time Division Chair and Assistant Professor at Grand Canyon University in Phoenix, Arizona where he implemented and supervised the Public Safety Administration undergraduate program and the graduate program in Executive Fire Service Leadership.

Dr. Woodall holds a Ph.D. in Human and Organizational Systems, Masters Degrees in Education, Organization Development and Professional Counseling. He also holds undergraduate degrees in Education and Fire Department Administration. Joe is a graduate of the National Fire Academy’s Executive Fire Officer Program, a National Board Certified Counselor and Licensed in the State of North Carolina as a Professional Clinical Counselor. Dr. Woodall has also recently been named to the Editorial Board of the International Fire Service Journal of Leadership and Management, Oklahoma State University and Fire Protection Publications.

Dr. Woodall retired from the Peoria, Arizona Fire Department in July of 2003 where he actively served in all ranks up to and including acting Battalion Chief. He also served as the Fire Chief of the Daisy Mountain Fire District.

As President and cofounder of the Public Safety Education Institute, Inc. (PSEI), Joe continues his commitment to all those charged with the safety and well-being of our nation’s citizenry. In a partnership with Charter Oak State College, Connecticut, a concentration in Public Safety Administration is being delivered to a growing world wide audience of public servants that are completing their undergraduate degrees.

Joe now resides in Charlotte, NC with his lovely wife Jodi and their three children; Alexis, Lindsay and Drake.
