If major prospects of progress are to be opened up for human beings, and if the struggle against multidimensional poverty is to be successfully waged throughout the world, the " current programs of action" are not sufficient; nor is a reliance on " globalization." As the United Nations Development Programme points out, globalization, which is subject to the " pitiless markets, " threatens solidarity, which is the " invisible heart of human development." Rather, according to Henri Bartoli in his hard-hitting new book, a new paradigm must be defined and new strategies must be proposed. Rules, institutions and procedures must be invented which will strengthen the governance and governability of the economy at global, regional and local levels- a radical renewal of economic thinking on which all efforts to rationalize are based.
