This 1982 report of the U.S. Senate Subcommittee on the Constitution affirming the right to keep and bear arms has been, until the Supreme Court decision in DC v. Heller, the most authoritative official statement on the controversial subject. Written by staff lawyer and legal historian David Hardy, it is a well-written and comprehensive treatise on militia and the right to keep and bear arms, tracing the origin of the Second Amendment to its historic roots.

For many years even the Senate Committee had the only available copy, and the reprinting of this critical report should be welcomed by all serious scholars of the subject.
