Michael P. Scharf is a professor of law at Case Western Reserve University School of Law and Director of the Frederick Cox International Law Center. Gregory S. McNeal is Senior Fellow in Terrorism and Homeland Security at Case Western Reserve University School of Law and Assistant Director of the Institute for Global Security Law and Policy.
