More About the Author

Lester S. Rosen is a nationally recognized expert on background checks and employment screening. He is the President and CEO of Employment Screening Resources (www.ESRcheck.com) a leading national pre-employment screening firm accredited by NAPBS.

Mr. Rosen graduated UCLA with Phi Beta Kappa honors, and received a J.D. degree from the University of California at Davis School of Law, serving on the school Law Review. After practicing in a large Los Angeles law firm for three years with an emphasis in civil litigation and employment law, he joined the Riverside County District Attorneys office. His duties included career criminal and homicide prosecutions. He opened a private criminal law practice in Marin County in 1985. He specialized in criminal law and his practice has included federal crimes and death penalty cases. He holds the highest attorney rating of A.V. in Martindale-Hubbell. He has served as an adjunct professor of law teaching criminal law and procedure at Hastings College of the Law, and has served as faculty member and program chairman of the nationally recognized Hastings College of Trial Advocacy.

In 1996, he joined with an established background and corporate security agency, the Doane Agency, to create a new firm, Employment Screening Resources (ESR) www.ESRcheck.com , dedicated to promoting a safe and profitable workplace for both employers and employees. In 2003, that firm was rated as the top screening firm in the US in the first independent study of the industry in research report prepared by the Intellectual Capital Group, a division of HR.com.

He is a consultant, writer and frequent presenter nationwide on pre-employment screening and safe hiring issues. His speaking appearances have included numerous national and statewide conferences. He has qualified and testified in the California Superior Court as an expert witness on issues surrounding safe hiring and due diligence. In 2000, he testified as an expert on background screening on behalf of the plaintiff in a case where the jury awarded 9.3 million dollars to the family of a doctor murdered by a carpet cleaner who was hired without any background investigation.

He is the author of :The Safe Hiring Manual-The Complete Guide to Keeping Criminals, Imposters and Terrorists out of the Workplace." (Facts on Demand Publications). He is also featured as the narrator in a 23 minute training video by Kantola Productions called, "Safe Hiring: How You Can Avoid Bad Hires."

Mr. Rosen was the chairperson of the steering committee that founded the National Association of Professional Background Screeners (NAPBS) a professional trade organization for the screening industry which has nearly 300 members. He was also elected to the first board of directors and served as the co-chairman in 2004.

He has also been active in working on legislation in California . In 2002, he worked with the California legislature to amend AB 655, a law that adversely affected employers in the area of reference checks and hiring in California. He continues to be involved in working on California legislation effecting employers.

As the title implies, this really is The Complete Guide to safe hiring. Rosen's step-by-step descriptions and instructions are an invaluable resource to any HR or Security professional, or lawyer, concerned with how to effectively implement (and/or measure) an employment screening policy. A "must have" for any organization's hiring procedures.

For anyone involved in hiring, security, human resources, background screening or labor law, this is a "must have" book. The first half of the book is a very practical and in-depth "how-to" for employers who want to protect their workplace from criminals, terrorist or imposters. It goes well beyond just background screening, and covers the critical aspects of the application, interviewing and reference checking process as part of a safe hiring program. The chapters on negligent hiring, the FCRA and privacy are also critical. There is also an in-depth discussion on the how to legally obtain and utilize criminal records. The second half contains a resources library with chapters on subjects such as terrorism, international background checks, fraud and embezzlement, workplace violence and drug testing. This is the only source of information I have located on international background screening and the issues associated with keeping potential terrorist out of your workforce. The safe hiring audit alone makes this book indispensable. The books 512 pages is nearly an encyclopedia of safe hiring and pre-employment background screening. It reviews the screening industry in some detail as well. The book is very valuable for any employer attempting to outsource employment screening. What is also interesting is that the book also has a chapter that examines employment screening from the applicant's point of view, and even contains information on how job seekers with criminal records can find jobs.

This this really is a must have for anyone working in the background screening industry. I'm a licensed PI specializing in pre-employment safe hiring and find myself referencing this on a daily basis to be sure the raw data I receive is relayed to our end users in a manner that is compliant with the FCRA and all the State and Federal laws. It's a great safety net. I recommend this to all the HR professionals I work with as well. While I'm concerned more with the legal compliance aspects of background screening, the wealth of knowledge regarding the whole hiring process is really un-matched. I'd strongly recommend anyone in this growing industry have a copy on their desk.
