This book is written using the principles of W. Edwards Deming and Joseph M. Juran, the two principal contributors to the quality movement in Japan which has resulted in that country's recognized position of distinction with regard to the quality of their products and services. This book focuses on the development of a safety culture integrated with TQM principles. The author addresses the TQM principles from the perspective of senior, middle and line management, as well as the line workers, users and suppliers. The writing has been deliberately kept descriptive, so that the concepts of TQM and their application to safety considerations easily grasped. The elements are completely described so that there emerges an integrated pathway offering perspective on many different aspects of the safety - TQM interface. Following a description of the history and philosophy of the TQM application to safety, the book proceeds to investigate system error, and the design process improvements which enhance safety system reliability. Statistics relating to these operations are also reviewed. ISO 9000 international standards and the 1996 Baldrige Criteria are used as a model for safety system alignment with quality management goals and the environmental standard ISO 14000 is examined. In addition, detailed and practical approaches to deploying an integrated TQM-safety management system is presented. The appendices include a procedural format for safety systems and a glossary of terms and acronyms. Numerous reference to world wide web resources in EHS are listed. For educators and practitioners, the appendix includes a complete ISO 9001 quality manual and a number of questions and answers which serve to review the chapter content.
