The Free GPS was offered through the kajeet site
kajeet offered the packages with GPS included (if you ordered through the kajeet website) during the holiday season last year. We have that package for my son and have enjoyed free GPS since December of '09. Perhaps that's the package deal you are remembering? If so, the phone had to be activated by a certain date (like Dec. 31st or something) to take advantage of that...

CAUTION! No GPS in this GPS bundle!
Purchased the phone for my daughter and opted for this package so we could get the GPS. Activated the phone online with Kajeet, but the GPS was only available as an extra for $9.99/month. Spent 45 minutes on the phone with Kajeet, which has no record of Amazon's phone + GPS bundle. Amazon CS doesn't seem to know who to contact, either.

kajeet offered the packages with GPS included (if you ordered through the kajeet website) during the holiday season last year. We have that package for my son and have enjoyed free GPS since December of '09. Perhaps that's the package deal you are remembering? If so, the phone had to be activated by a certain date (like Dec. 31st or something) to take advantage of that particular deal.
