Seems to work well,
This review is from: Scotch High Performance VCR Head Cleaner (Health and Beauty)
I purchased this item just a month or so ago as a well-used Sony VCR was not performing as it had in the past. We did not want to go through the hassle of a thorough cleaning, so tried this as an alternative. The VCR definitely improved in its performance. The snowy image returned to normal after a single use. So I would endorse it.

Rare,

I really hope 3M makes this product available again. I am a collector of rare VHS tapes and intend to keep my VCRs as long as possible. I've tried just about every VCR cleaner on the market and this was my favorite- the tape path cleaning got rid of a tape line at the top of the screen that no other cleaner was able to do. It cleans without solvents too, so it is kinder to your VCR and won't wear it down. If you look around, you may be able to still find this cleaner somewhere. It's also listed under a slightly different name- try this link: High Performance VCR Head Cleaner

I invested more than $12 in this head cleaner(including shipping charges and WA sales tax), thinking that a good cleaning might add some time to my VCR's lifespan. Instead, the product MAJORLY messed it up. The picture, which was not bad to begin with, will darken gradually to black. This can be temporarily remedied by smacking the VCR; but, that means stopping the tape and getting up several times during a movie to deal with it.
