Admiral Kimmel was the Commander-in-Chief of the U.S. Pacific Fleet at Pearl Harbor when the Japanese launched their surprise attack on December 7, 1941. Although never officially charged with any wrongdoing, Kimmel nonetheless bore the brunt of the blame.

Alexander and Burkett draw upon the testimony from nine investigations held between 1941 and 1946 to construct a tightly-woven courtroom drama. All of the witnesses are real, and their testimony is actual.
