About the Author

J. Scott Harr has been employed in various areas of the law for more than 28 years. He has been a social worker and a youth worker. For over 11 years he served as the chief law enforcement officer and public safety director for a Twin Cities suburb and as a police officer for two other cities before that. In addition, Scott has served as a firefighter and emergency medical technician. He is licensed as a lawyer, police officer and private investigator, and founded Scott Harr Legal Investigations in 1985. He sits on the Minnesota Peace Officer Standards & Training Board and chairs their training committee. Having taught as community faculty at Normandale Community College, and served as resident faculty at Metropolitan State University School of Law Enforcement and Criminal Justice, he is presently the Criminal Justice Chair for the School of Human Services at Concordia University St. Paul in Minnesota. He is also the author of CONSTITUTIONAL LAW AND THE CRIMINAL JUSTICE SYSTEM (Wadsworth Publishing).

Kären M. Hess holds a Ph.D. in English and in instructional design from the University of Minnesota and a Ph.D. in criminal justice from Pacific Western University. Dr. Hess has also co-authored the following Wadsworth texts: CRIMINAL INVESTIGATION, INTRODUCTION TO LAW ENFORCEMENT AND CRIMINAL JUSTICE, INTRODUCTION TO PRIVATE SECURITY, JUVENILE JUSTICE, MANAGEMENT AND SUPERVISION IN LAW ENFORCEMENT, COMMUNITY POLICING: PARTNERSHIPS FOR PROBLEM-SOLVING, CONSTITUTIONAL LAW, CORRECTIONS FOR THE 21ST CENTURY AND CAREERS IN CRIMINAL JUSTICE AND RELATED FIELDS.
