This license holder does the trick. I recently started fishing in California, and did not want to run into any trouble with CA state laws. This holder allows me to have my license visible at all times without getting in the way of what I am doing. Simple, cheap and does the trick. I initially looked for something like this at Sport Chalet and local tackle stores, but found nothing. The sizing of the plastic pouch is a tiny bit off for a CA fishing license, but it works.
