This costume pattern isn't Steampunk in the slightest, it isn't Victorian, Edwardian, Medieval, or Renaissance. It's a pastiche of pattern parts from various modern dresses. The only genre this can possibly fit into is fantasy gaming. I suppose the sleeves made out of bands are supposed to suggest the slashed sleeves that appeared in the 15th century. That said, you may find some aspects here, like the princess cut dress or the faux corset top to use in an outfit for your OC.
