It is not anything but a toy. It cannot be made water tight as it is.

At best an over priced toy worth 5 dollars.

Does work, in direct, even oblique light. Turns slowly on a bright day even when not directly illuminated. Not very effective as the fan, though turning well has no shroud so most of the air in it is just stirred inside the unit rather than ejected. I made a card shroud, and put in a small drain hole for any water that gets in the body.

I was only using it to change the air in a container slowly, it should do that, but it won't cool you down much.

I am using this "vent" in a 4'x4' outhouse. The unit can't begin to vent this space. I installed it exactly like the instructions and it pulls very little air even when the sun is shining bright on the unit. I won't bother buying this again for my other buildings.
