Not exactly "whisper quiet", though it is less considerably less noisy than most fans on its lowest setting. it cools just like a normal fan, and from my experience, you have to be within 5 feet for it to be effective

The fan is super quiet. I use it for sleeping if that tells you anything. All you'll hear is the breeze. Very shiny, machine look. The only disadvantage was that the front piece of tin on the cage was bent and scratched when i opened it. Obviously they didn't give enough attention to it when they packed it. I don't really care enough to send it back though. It was a lot smaller than I expected which is good and bad.
