Authorities in all countries concur that excessive or inappropriate speed is not only a major cause of road accidents but also generally adds to the severity of accidents. This report looks at a coherent set of measures to achieve calmer, uniform, more fluid and safer traffic flows. Based on this report, the ECMT Council of Ministers' meeting in Budapest in May 1996 adopted a series of recommendations relating to road networks, road signs, traffic management, driver information and training, design of vehicles and on-board equipment, regulations, communications, enforcement, and penalties. The text of those recommendations is also included in this book.
