Bored with small-town life and the pressures of academia, community college Freshman Joseph Oliver Kuhl plans to trade his new car for a sailboat and travel to the Souoth Seas in search of adventure, wahines, cracked crab, etc. Joes plans are upset during Balonas Sugarbeet Festival by the self-destructive inclination of the boat and by the flooding of the town resulting from an "accidental" break in Balonas levee.
Joes ambitions to become a famous private eye, psychologist, and published poet are further complicated by the crash of Blip Wufsers news helicopter onto a Balona street, the apparent kidnapping of heiress Claire Preene, and the re-disappearance of Joes father.
