Yes, The Cage was remastered as well, and included in the Season 3 Remastered set.
The Cage was not added to the Remastered Syndication offering, and was the last one completed by the Remastering effects and restoration team.

Sadly, I do not believe it does. My copy has subtitles in French and Spanish only. It doesn't even have English subtitles for the hard of hearing. *extreme sadfaceI*

The Blu rays have both the original effects and the upgraded CGI effects. I'm not sure about the DVD's. You can switch between the new and old effects while watching the episodes.
