I've known of the City State for years but it went out of print before I could get one. This is a reprint from the company that bought the original printer, which came without a box but rather a folder.
This comes in a box and the products are otherwise the same for the most part. I find this useful as a city to use but it isn't complete which goes both ways. It allows you to do pretty much whatever you wish with it and provides only some to the bigger attractions. I found it filled out enough that you could use it on the fly without difficulty. The only other box set for a city I'd recommend would be the rare "Sanctuary" box set that as far as I know has been out of print a very long time. It was nice mainly because you could play using characters from the books.
