This 1993 publication by Human Rights Watch shows how the government used the emergency powers included in declaring a "state of internal commotion" to coverup a shocking number of abuses by the Colombian armed forces. The abuses included extra-judicial executions, disappearances, rape, torture, the wanton burning of homes, crops, and food, indiscriminate bombings and aerial strafing, beatings and death threats." This book has balance, it also includes violations by guerrillas in Colombia who engaged in "a disturbing pattern of violations of international humanitarian law, evidenced by the killing and torture of captured security forces officers and attacks on civilian targets. The violence in Colombia is complicated. Consequently, this book is valuable in helping understand the government's long pattern of indifference to the military's insidious "dirty war."
