OK, I just got off the phone with DirecTV. This is what they said.
What the third stipulation means is if a technician (or if you call DirecTV and talk to a rep) can verify that the satellite dish cannot face the southwest sky OR if you live in apartment building where a satellite dish is prohibited determined by the lease (i.e. you do not have a balcony and you cannot attach the dish to the side of the building) you are eligible to use the access code.
You do not have to have DirecTV to use this access code. However, if you are able to have DirecTV (i.e. live in a house where there are no trees blocking the southwest sky) you will need to order DirecTV. That is pretty lame in my opinion, but I lucked out since I live in an apartment building without a balcony.
