Surly Monkey Nuts (named for the Karatey Monkey) give you a simple, rigid spacer to position your axle in a horizontal dropout. While a single set typically comes with a frame, a second set is needed if you want to move it that much further. When used on a Surly Ogre, it provides one of the longest effective chainstay lengths possible on a 29er. Not what everybody wants, but for those who do this is the way to go.

Not cheap, but you'll be putting miles behind you long after the pain of the price tag fades.

I wish I had bought these long before wasting time and money on various chain tension devices. The elegance is in the simplicity of the Monkey Nut. It is enough of a setback to allow big tires without contacting your front derailleur. You mount it to the drop out and I get instant and accurate setback for for most big tires up to 3.5 in my case.
