A System Builder copy is the same disc that a computer shop or manufacturer would use to install Windows. The difference between these and retail (full) versions is that this version does not come with any Microsoft support, because it's expected that it will be used by advanced users who know what they're doing. That's what you pay the extra $20 for in the full version.

I just got this item from Amazon and discovered another problem. It can only be insrtalled "using the OEM Preinstallation Kit (OPK)". The description on Amazon includes "(full)", which misled me. Amazon did not explain what "System Builder" meant. Now I have to return it. What a waste of my time and money.
