Banathy's A systems view of education is a good set of theoretical lenses for understanding educational systems. The three lenses help educators understand an educational system as it changes through time, as it functions, and in relation to its environment, which is a real contribution to the field. The book tries to help you learn to apply the lenses as you go, but it will probably be tough going for all but the most courageous of readers. It does, however make a good resource for a class which is designing and ed. system. A little more palatable text and actual examples from the real world would make this a 5 star book.
