BRIAN WALLACE SEMKOW was a Visiting Research Fellow at the Institute of Fiscal and Monetary Policy, Ministry of Finance, Tokyo, Japan, and a Visiting Scholar at the Faculty of Law, University of Tokyo. Dr. Semkow holds a Ph.D. in Economics and an LL.B., and is a member of the bars of California and New York.
