Alright - tested -- it works
Well I just threw an old cell phone in the pouch, folded the opening, and velcroed the pouch. After submerging the phone it appeared dry.

It was a cheap risk but I lost the bet. I went ahead and bought a fully sealed product.

Granted, I didn't use it for any high-risk items, like my digital camera or PDA -- just money, inexpensive wristwatch, credit cards, etc. -- but I didn't notice any moisture getting in.
