I replaced my old rack and pinion system with a new NFB Teleflex rotary system and installed this standard cheap wheel.

I regret not asking anyone else who had done the same ... as the new system is considerably harder to turn due to the increased resistance of the rotary system. Add the change from Teleflex's old standard 14" wheel to this new 13" and the effort increases again. I would rather have a 14" wheel with the rotary system. If you've never had a boat with a rack and pinion set up, you will never know the difference.
