America's foreign policy is dominated by thinking that we're obligated to be the World Sheriff. This thinking has recently led us to move Marines to Australia and shift naval forces to the Pacific to help counter China's growing strength. Author White, from Australia, brings some much-needed logic and common sense to the topic. His rationale - Australia's future depends on America and China getting along well and the book is explicitly about America's role in accomplishing that. Implicitly it is also about whether Australia should tell the U.S. to 'back off.'

America and China are already sliding towards increasing rivalry by default, and the quest of advantage is often the overriding priority. White believes that the further on this goes, the harder it will be to change course and re-emphasize cooperation.

China's working population is four times that of America's; its economy has grown nearly 20X since 1980. China will have a larger economy than America as early as 2017 (adjusting its GDP via purchasing power parity, per the IMF). China will thus become the first country to do so since America overtook Britain in the 1880s. By mid-century, some estimate China's GDP will be double America's. Its economy is already larger relative to America's than the Soviet Union's ever was. And in Asia, China enjoys many asymmetric advantages, both logistical and militarily; it has already the capacity to deny the U.S. Navy the freedom to operate in the ocean between it and Japan, the Philippines, and Malaysia, thanks to space-based intelligence, 'Carrier Killer' ballistic missiles, ICBMs, and a modern attack submarine fleet. (This area includes Taiwan.)

Chinese people believe their country is exceptional and destined to lead - partly because of its current growth, and partly because of its prior history. Just recently people talked of an American Century extending into the new millennium; out political leaders often talk as though our relative position in the world of power is not changing.

White believes that the most sensible American future position is for the U.S. to allow China a larger role while maintaining a strong presence of its own.

Bottom-Line: China no longer accepts U.S. primacy as the basis for Asian order. White believes that China will not settle for less than equal status with the U.S. in Asia. How America responds to a rising China could be the crucial question of the 21st century. Our continually interfering in various disputes (eg. China vs. Japan, the Philippines, Taiwan, Vietnam), encouraging India's involvement vs. China, and constantly criticizing China's lack of democracy may not be in our best interest, especially when we need China's help with North Korea.

Great read from a US viewpoint on why America needs to find the middle way in dealing with China's rise. Isn't as insightful as I hoped from a Chinese perspective.

Arguably Australia's best strategic thinker, Hugh White, finally gives his first full-length publication on the rise of China and how U.S.-China relations will impact the Asia-Pacific in the years ahead. This book is geared towards Americans, in contrast to an earlier article which was geared towards Australians. His analysis is solid and far more realistic in my opinion than analysts coming from China or the U.S. who tend to argue that, while there will be tensions, overall these will be completely manageable so long as we mitigate them. Many readers will disagree with White's sphere of influence policy recommendations, but will still enjoy the China Choice for its concise and perceptive analysis of the future trajectory of Sino-American relations.
