Let me first say that I absolutely loved this story. This is the second book by this author that I have read, and my favorite of the two. The world he created is intriguing, interesting, and wonderful. I really enjoyed the characters too, especially Amber and Braille, but my favorite part of the book was the world-building. Along with that, the twists and turns in the plot as the characters discovered more and more about their city and its history were quite good, and at times very unexpected. The writing moved along nicely, and the author painted a lovely picture of the world he created, which had a little bit of a Waterworld vibe to it.

I would absolutely recommend this to anyone and everyone looking for a good fantasy read. Also, I hope that there is a sequel, and that the author writes it soon.

The entire world is covered by water and all the exists is "The Citadel". The Citadel consists of the main keep - the Citadel and eight surrounding towers. Each tower is has a specific function and the people who live there all support that "guild". They are: The brewers, hunters (fish, seafood), courtesans (women,sex), bakers, watchers (take care of the dead for all the other towers), artists (entertainers), weavers (clothing), and the prison tower.

The towers are separated from each other except for one day a month "the moon day" when the tides recede enough for the bridges to be uncovered by the water and everyone comes to the Citadel for the market day. Each tower brings their goods for trade and sale and at night, there is a large party when the artists entertain those that can pay the admission price.

The entire complex is run by the High Council which has representatives of each of the towers with the head being from the Citadel. During the latest meeting, the "Stargazer" brings the news that something is changing with the water and that it will soon be lower than it has ever been before. In fact, so low, that the entire population is in danger of not only starving (as they will not be able to reach the ocean to fish) but of dying of thirst as the wells will fill up with salt water. The Stargazer is charged with finding a way to reduce panic and find a solution to their problems.

At the same time, Kenzo, a guard at the Citadel, is approached by a gentleman who offers him a large sum of money if he is able to find a child that has escaped from the watchers and is now somewhere in the Citadel. This money will allow him to marry his fiance so he begins the search, along with his cousin, Amber.

Lots of twists, intrigue, new information found about their history, and what really happened to form the Citadel make it an interesting story. I would give it a 3.5 since this is not normally the type of book that I really enjoy but if this is the genre that you enjoy, you will find it very interesting as it is well written.

One of the difficult things with these types of books is to make the world the author has invented seem real, with the right balance of detail, so everything is not over described but there is enough detail to use your imagination to visualise the scenes this works well in this book.
A number of reviewers have commented on typos and grammar but either this is a later version with no errors or I was so engrossed in the story that I did not notice.
Although quite a simple tale which initially I thought was possibly a children's book until later on in the book there are much darker themes.
I liked the characters particularly the portrayal of Braille the thick (in all senses of the word) but good hearted soldier.
There are some interesting twists and turns in the story which I did not seem coming particularly the role of the midwives from the watchers tower.
My only disappointment was the ending which needs to be continued in the next in the series although there is no indication if this is the start of a series or a standalone novel. I hope it is part of a series as I will certainly read the rest if there are more to come.
